This book is a two-volume compilation of the development history of mass-produced open-top wagons designed by JNR after nationalization in 1907 (Meiji 40) among the open-top wagons that were in service with JNR. Due to space limitations, it does not cover cars taken over from acquired private railways or freight cars suitable for specific materials (open-top wagons for specific cargo), but it does cover cars taken over from government and private railways before nationalization of the railways, as well as overseas-oriented models derived from standard models that were left in Japan.

In the first volume, Chapter 1 covers common knowledge needed to understand open wagons, Chapter 2 explains the To (open wagon with a load capacity of 13 tons or less), Chapter 3 explains the Tom (open wagon with a load capacity of 14 to 16 tons), and Chapter 4 explains the Tola (open wagon with a load capacity of 17 to 19 tons) as formal units up until the wartime period.
